Cook the pasta following the instructions on the package. Drain and set aside.

In a big pot, pour the olive oil at medium heat and cook the onion and carrot with a pinch of salt. Cook until browned.

Add the beef, pepper, oregano, and some more salt.

When the beef is cooked, turn up the heat, add the wine, and stir. Cook for 2-3 minutes.

Lower the heat and add in the tomato paste and the milk. Add the water if needed. Cook for 20 minutes stirring regularly.

You can add the pasta to the sauce or serve the pasta and pour the sauce on top. And sprinkle some parmesan and basil on top.
